The Fifty-First Series of Meetings of the Assemblies of the Member States of WIPO (the 2013 WIPO Assemblies) took place from September 23 to October 2, 2013 in Geneva, Switzerland.

 

The Conference attracted the participation of thousands of delegates from 185 member states. The Vietnamese Mission Corps included Mr. Ta Quang Minh, General Director of the National Office of Intellectual Property of Vietnam (NOIP), Mr. Tran Huu Nam, Vice General Director of the NOIP, Mr. Nguyen Duc Dzung, Head of the International Cooperation Department of the NOIP, and Mr. Vu Ngoc Hoan, Vice Director of the Copyright Office of Vietnam (COV).

The Vietnamese Mission Corps actively participated in and delivered its speech of some key matters of the Conference, particularly its support of extending the tasks of the WIPO Intergovernmental Committee on Intellectual Property and Genetic Resources, Traditional Knowledge and Folklore, summoning diplomatic conferences to sign agreements on industrial design laws… Also in this session, Vietnam continued being voted into the WIPO’s Coordination Committee for the term 2013-2014. Especially, for the first time, Vietnam was elected into the WIPO’s Program and Budget Committee, which was the most important one of the WIPO and had the functions of discussing and passing programs, allocating the WIPO’s budget.

 

On the side of the Conference, the Vietnamese Mission Corps had some meetings with such bilateral partners as Russian Federal Service for Intellectual Property (ROSPATENT), Eurasian Patent Office (EAPO), IP Australia to broaden cooperative rapport.

 

In the meeting with ROSPATENT, the two parties signed a bilateral cooperation agreement in the period to come. It was a cooperation instrument with some extended contents between the two Offices after a period of exchanging patent information only.

In the meeting with EAPO, the two parties exchanged information about the new developments of the two Offices, discussed the possibility of Vietnam’s accedence to the Euroasian patent system as well as to examiner training courses of EAPO.

In the meeting with IP Australia, the two parties acknowledged the good cooperation within the WIPO Australia Fund in Trust, ASEAN – Australia & New Zealand FTA and were unanimous in their close coordination in the Online Program on Training Patent Examiners provided by Australia for some ASEAN countries.

Moreover, on the side of the WIPO Assemblies, Vietnam along with ASEAN consulted the WIPO and the Office for Harmonization in the EU Internal Market (OHIM) about cooperation orientations between the region and organizations in the coming time.

On October 3, 2013, the Mission Corps finished its good mission and got on the way home./.
