The Chinese government has published a 10-year patent strategy in Beijing

China State Intellectual Property Office held a press conference in Beijing on November 11 and officially released the "National Patent Development Strategy (2011-2020)".Gan Shaoning, Deputy Director of SIPO said, the "National Patent Development Strategy

 


Patent strategy, from the strategic height of national general development, clarified the objective that China will be at a high level in creating, using, protecting and managing patents by 2020. A total of 4 principles have been laid down in the 10-Year Strategy. First, the development will be based on China condition while it faces the global situation. Second, the government will play its role of coordination, organization and public services. The market mechanism should be fully utilized in creation and use of patent. Third, the public interest should be taken into account while the IP rights are protected. The abuse of patent rights should be avoided.  Fourth, guidance should be given according to the differentiation of regions and industries while a comprehensive plan is written for the patent system and development.

By the end of 2015, the number of Chinese patent applications is projected to hit 2 million.

Chinese invention patents granted each year will by that time be in the top two worldwide.

Plans also call for establishment of organizations for patent trading in major cities, which are projected to have 100 billion yuan (about $15 billion) in combined annual transactions.

“Patent protection and improvement is long-term and complicated work,” the vice-commissioner said.
