Sharing experience in patent examination on pharmaceuticals, health and biotechnology

A workshop to share experiences in patent examination in the field of pharmaceuticals, health and biotechnology has been organized by the National Office of Intellectual Property (NOIP) in Hanoi from 11 to 13 December 2018 as part of the cooperation framework between NOIP and Cuban Industrial Property Authority (OCPI).

Speaking at the seminar, Mr. Phan Ngan Son, NOIP Deputy Director General affirmed that Vietnam and Cuba have good and long-lasting political relations, which are praised by the leaders of the two countries as exemplary, transparent and faithful. Bilateral cooperation in science and technology with Cuba has always been highly regarded by the leaders of the Ministry of Science and Technology of Vietnam (MOST). This is reflected in a memorandum of understanding signed between the Ministry of Science and Technology of Vietnam and the Ministry of Science, Technology and Environment of Cuba in 3/2018 during a State visit by Party General Secretary Nguyen Phu Trong to Cuba.

Mr. Phan Ngan Son added, on September 25, 2018, on the sidelines of the General Assembly of the World Intellectual Property Organization in Geneva, Switzerland, NOIP and OCPI leaders signed a cooperation plan between 2018 and 2019 between the two agencies. Immediately after the signing, the parties agreed to hold a workshop on sharing experience in patent examination the fields of pharmaceuticals, health and biotechnology in 2018.

Rolando Gonzalez Hernandez, a specialist from OCPI, said that many activities under the frame work of bilateral cooperation plan during 2018-2019 between NOIP and OCPI have been taking place, starting by the Workshop on sharing experiences on patent examination in the field of pharmaceuticals, health and biotechnology to exchange views on appraisal and invention in the fields of chemistry, pharmacy and biotechnology. Also, within the framework of this program, a number of other activities will be organized in Cuba and Vietnam in the field of legislation related to industrial property, technology transfer.

Rolando Gonzalez Hernandez expressed his confidence that this first meeting between the two IP agencies of Vietnam and Cuba will be very useful for both sides and further enriching the scope of IP issues that the two countries are trying to implement in the near future. also confirmed many successes and meetings in the coming time. These activities will contribute to tightening the friendship between the two countries Vietnam - Cuba.

During the three-day workshop, two Cuban experts will share with the trainees many information related to the patent protection system in Cuba, legal provisions on the protection of inventions in the field of pharmaceuticals, health and biotechnology; general patent application status and patent applications in the field of pharmacy, health and biotechnology filed at the OCPI; introduction of the OCPI Patent Examination Regulations, especially Biotechnological Inventions (BI); introduction of specialized search engines; Cuba's policies and experiences in the development of the pharmaceuticals, health and biotechnology industries; exercises for practice in examining biotechnological inventions, natural derivatives, biological sequence, microorganism, antibody related and stem cells inventions.
