New legislation: Joint Circular No. 09/2014 guiding procedures on pilot bailiffs

The Ministry of Justice, the Supreme People's Court, the People’s Procuracy, the Ministry of Finance issued a joint circular 09/2014/TTLT-BTP-TANDTC-VKSNDTC-BTC guiding procedures on bailiffs, costs perform the work of bailiffs in the provinces and cities where being implemented pilot bailiffs. This Circular was effective from April 20, 2014.

 

By March 18, 2014, there were 37 bailiff offices in the whole country. The Ministry of Justice has granted 58 professional cards including 50 persons in Ho Chi Minh City and 8 persons in 12 other provinces (Vinh Long: 3, Vinh Phuc: 3, Quang Ninh: 2).

 

On April 16, 2014, the first bailiff office was launched in Hanoi. According to the plan, Hanoi will set up five bailiff offices in the districts of Hoan Kiem, Ba Dinh, Hai Ba Trung, Thanh Xuan and Ha Dong.

 

Pham Vu Khanh Toan, Managing Partner of Pham & Associates said that the bailiff offices were established in Hanoi would facilitate the clients in the legal practices, especially in respect of collecting convincing evidences for their registration and enforcement of intellectual property rights in Vietnam.
