The Ministry of Police issued Circular No.
15/2014/TT-BCA guiding on registration when selling, buying, or donating e-motorcycle
similar to regulations on motorcycle and car. Managing partner, Pham Vu Khanh Toan
reported on some main points of the Circular. 1. Subject applied to the regulations: electric
motorcycles In fact, e-motorcycle must to register that was
provided by the Act on Road Traffic and Circular 06/2009 from July 01, 2009 (e-bicycle
does not need to register). Circular 15/2014 clarifies more detailed procedures
for the registration of e-motorcycle. Accordingly, when performing registration
of e-motorcycle, people need have some papers such as application for registration
(as to form); Papers on the origin of e-motorcycle, Sale Invoice, Receipt on
official fees. Traffic of e-motorcycle without its registration will be
sanctioned from 300,000-400,000 VND. 2. How to distinguish between e-bicycles and e-motorcycle According to Decree 171/2013 of the Government,
e-motorcycle is driven by electric motor which has the largest capacity not
greater than 4 kW with a maximum speed of 50 km/h while maximum speed of e-bicycle
is 25 km/h. Circular 15/2014/TT-BCA takes effect from June 01,
